The EHR Adoption Incentive and You

What is the EHR adoption incentive?

On February 17, 2009, President Obama signed the Health Information Technology for Economic and Clinical Health (HITECH) Act into law. This act represents a $23 billion section of the economic stimulus package that directly incentivizes physicians to use an Electronic Health Record (EHR) by 2012.

In August, 2010, the Office of the National Coordinator (ONC), US Department of Health and Human Services, recognized The Certification Commission for Health Information Technology (CCHIT®) as the first Authorized Testing and Certification Body (ONC-ATCB) for EHRs. This means that in order for a practice to qualify for the incentive payments, it much purchase and use an EHR certified by CCHIT® or another ONC-ATCB to meet the Stage 1 meaningful use requirements.

How do I qualify for this incentive?

Eligible providers need to meet 2 criteria to qualify:

  • A ONC-ATCB Certified EHR
  • Proof of meaningful use of that EMR by your practice

In the fall of 2010, CCHIT® launched their ONC-ATCB certification program, testing and certifying EHR software that meet the Stage 1 meaningful use standards through the end of 2012. LeonardoMD, having already identified most of the standards that were required and having already incorporated those features in LeonardoMD Virtuoso, was proud to be among the first several EHRs certified under this program.

What do I get for using a ONC-ATCB Certified EHR?

Eligible providers may choose to participate in 1 of the 2 incentive programs below:

Medicare Incentive: Receive an additional 75% of Medicare claims.

  • 2013: up to $15,000 per physician
  • 2014: up to $12,000 per physician
  • 2015: up to $8,000 per physician
  • 2016: up to $4,000 per physician
  • 2017: up to $2,000 per physician

Adopt LeonardoMD Virtuoso by August 2017 to get the maximum benefit.

Medicaid Incentive*: Receive a check for 85% of the EHR cost.

  • Year 1: up to $21,250 per provider
  • Year 2: up to $8,500 per provider
  • Year 3: up to $8,500 per provider
  • Year 4: up to $8,500 per provider
  • Year 5: up to $8,500 per provider
  • Year 6: up to $8,500 per provider

*More than 30% Medicaid patients required to qualify

About ONC-ATCB 2011/2012 Certification

The ONC-ATCB 2011/2012 certification program tests and certifies that EHR technology is capable of meeting the 2011/2012 criteria approved by the Secretary of Health and Human Services (HHS). The certifications include Complete EHRs, which meet all of the 2011/2012 criteria for either eligible provider or hospital technology and EHR Modules, which meet one or more – but not all – of the criteria. ONC-ATCB certification aligns with Health Information Technology: Initial Set of Standards, Implementation Specifications, and Certification Criteria for Electronic Health Record Technology published in the Federal Register in July 2010 and strictly adheres to the test procedures published by the National Institute of Standards and Technology (NIST) at the time of testing. ONC-ATCB 2011/2012 certification conferred by CCHIT® does not represent an endorsement of the certified EHR technology by the U.S. Department of Health and Human Services nor does it guarantee the receipt of incentive payments.

This Complete EHR is 2011/2012 compliant and has been certified by the Certification Commission for Health Information Technology (CCHIT®), an ONC-ATCB, in accordance with the applicable certification criteria for Eligible Providers adopted by the Secretary of Health and Human Services.
